Currently, if characters ask NPCs about the redacted gods, they'll be just as bewildered as the characters are as to their identities. Upon heavy interrogation, the priests will reveal that they literally cannot remember anymore as it seems (after a few hours of diagnostic checks) that they must have purged those records as unnecessary from their memory banks centuries ago and apologize for not being able to be of more help. If scientists are asked, the interrogation will lead to a similar conclusion or to the fact that those areas of the scientists' memory banks have been corrupted and are unaccessible due to disuse over the years, and the information will be purged while talking to the characters.
No one will be jailed just for asking questions, but attempts to break into the Archives or restricted areas of the science towers will be. The NPCs also will not take kindly to offers to experiment on them or their memories.
We currently don't have NPC accounts created for this purpose, but you are free to handwave or write your own generic NPCs using the guidelines set out above. If you have further questions, feel free to contact us at any time.

If you wish to create a dedicated clinic building, you will need to apply for a Player Run Business regardless of whether or not it is a money making venture.
For changing and switching out job classes or crystals, this will require an AC Reward purchase of 50 points. The crystal she previously held will disappear and her new crystal will replace it.
For new job crystals, the cost is 150 AC Reward points. She can hold a maximum of 6 job crystals at a time, per our rules with Pokemon as well. This means Era can gain 3 new job classes with 3 AC Reward purchases. After that, she must switch her job crystals out using the 50 point system.
Regaining memories is approved if done via a canon update application. However, she cannot access the powers or abilities of anything but the maximum of 6 job crystals she owns. She cannot regain job crystals via a canon update. Also, just as a note, switching job crystals mid-battle is not allowed, just as it is in the actual game.

We would need to know what sort of abilities and powers these dragon companions have to make a full decision, but yes, your character would be allowed one as a companion. Otherwise the explanation you have would work for why they are not in the world. Alternatively, it is because this world is governed by different laws of magic so even if your character is pulled in, it does not necessarily mean every aspect of how magic and elements work in your canon will work in Aellyn.

1. There's a fair amount of scrap around town due to various broken buildings, old constructs, perhaps even (if one is feeling morbid enough and doesn't get caught) abandoned robot bodies. How much of it is accessible to characters is sort of dependent on the amount of metal you're after, the rarity, and what you can afford. Resources are still scarce, but with the expanded territory, it isn't as scarce as it used to be, provided the degraded and damaged material can be reforged into something usable and it hasn't already been claimed by the city.
Recovered metals that aren't already claimed can be purchased via the factory system, or found out in the wild and reforged manually. In some cases, characters may be questioned on where the materials were acquired; they can either lie about it or be honest, which might trigger an investigation (in the case of the former), or a negotiation for cost of recovering the item versus cost of the pilfered material (in the case of the latter). In some instances, characters will pay a stipend to the city; in other cases, the city will pay characters as thanks for clean-up and recovery, even if they keep the material.
The city system can also be utilized in finding more efficient resources faster, but they may sometimes request materials be shared, so keep that in mind when you consider how you want to proceed- secretly, or in cooperation with Havenwell's government. Both have pros and cons.
2. We're assuming you mean the Regalia! Building a new car from scratch would take considerably longer. Naturally that sort of project would require permission from the vehicle owner, but assuming that is given: Pyra can find the appropriate materials and components via the methods described in #1, and control systems/wiring would be better acquired through mechanical shops in town, since many of them already specialize in automatons and moving parts, for obvious reasons. Powering said flying car so that it does the actual flying part would take a process similar to powering the dropship, as well.

1) the accessories he wears coming into the game (necklace, bracelet, hairtie) are freebies as they are non-magical and are on his person at the time of entry, and
2) the leather bag with his (non-magical) rings can be a set and count as one of the 3 items he's allowed to bring into the game with him. Alternatively, it could be acquired via AC Regain as a single Item From Home.

For your original question, using the replicator foods for non-edible purposes doesn't seem to work very well. It tends to turn into nutrient-rich mush when broken down and repurposed. Still (vaguely) delicious! But not very useful for anything other than eating. However, Tony can probably find synthetic cardstock for sale in the city shopping district, or he could commission playing cards from a local artist or shop if he likes.
If you'd prefer to go with the metal card route, that is also plausible. There are plenty of metalwork shops in town where he can commission that sort of item, or if he'd prefer to create his own, the forge factory is available once he's learned how to use the equipment and can purchase the required materials.

"If you wish to transfer data from your character's personal handheld devices to the Havenwell provided communicators, it is possible! It might take some doing to find compatible hardware, depending on the device you're working with, but the city has a lot of tech from across generations, so you're free to assume they're available somewhere."
See the FAQ question: Tell me all about the communicators! It states personal handheld devices, but in general this would include any computer device that has some way to connect itself to others. They can transfer files, but they can't link to the communicator network.

The priests have never heard of 'ley lines' as a concept and are very interested in this. They will explain that the reason their temples are in the places they are is mostly by chance. The gods here work through physical touch and thus places where people gather and engage in such practices become what is known as points of power. These points come into being over long stretches of time where people gather to perform duties towards their gods. In the old days, there weren't just these four temples, but multitudes of them in clusters spread out across the city so adherents could visit the gods in a manner most convenient for them. As the city shrunk and their ability to perform the most important task - physical touch - waned, the outer city temples were lost and the priests consolidated their points of power into the places you now see today. Having the temples in the four directions they are now was deemed the best way to spread the power out in order to maintain the barrier's integrity when it formed. They experimented with different configurations over the centuries until they settled on this current one.
This information isn't readily available during one session, but as Era shares more of her world's faith, the Ohman priests will start accessing old memories and databanks to try and piece together what they collectively know (and have forgotten). Locations of the older temples, for example, have all been purged from their collective memory banks.

Additionally, are you considering apping AU Usagi as you have written on your journal? If so, we only allow canon AUs, AUs that were explored within canon events, or characters that come from various canon sources (eg. Cloud from Kingdom Hearts and Cloud from FF7).
